The amended Urban Waste Water Treatment Directive came into force on 10 April 2024 and has been adapted to the current state of the art.

Energy neutrality of urban waste water treatment plants

Requirements:

  • All treatment facilities above 10,000 PE must be energy-neutral by the end of 2040.
  • The energy used by all treatment facilities in a Member State must come from renewable sources. The renewable energy required to cover the total demand must be produced at the treatment facilities.
  • Energy audits will be carried out to monitor the targets (probably every 4 years).

Water reuse  

Requirements:

  • Member States will be required to systematically promote the reuse of treated waste water from all urban waste water treatment plants (larger than 1000 PE).

Risk management and introduction of the 4th treatment stage 

Requirements:

  • The 4th treatment stage must be introduced for waste water treatment plants with more than 150,000 PE (population equivalents) by the end of 2045.
  • Depending on the risk assessment, this also applies to plants from 10,000 PE.

  • Using the larger surfaces of some waste water treatment plants to produce solar/wind energy
  • Encouraging water reuse and using sludge to produce biogas, which can substitute natural gas

Make industry responsible for treating toxic micropollutants (“polluter pays” principle)

  • that are released into the environment from the use of their products, especially harmful residues from the pharmaceutical and cosmetics sector

Improve access to sanitation

  • in public spaces and for the 2 million most vulnerable and marginalised people in the EU

Require the monitoring of health parameters in waste water

  • in order to enhance the EU’s preparedness against pandemics or other major public health threats, as is currently being done for COVID-19
